Climate Change Tracking Section
The specializations of climate change tracking section:
- Follow-up to international agreements and protocols related to climate change, and international cooperation and coordination with its secretariats, and regionally with Gulf, Arab, and international blocs.
- Participate in preparing and supervising the implementation of the national strategies and obligations of the State of Kuwait towards international agreements related to climate change.
- Cooperate with international bodies and organizations to benefit from the programs, activities and support they provide under the framework of climate change agreements and the protocols attached to them, especially in attracting investments and projects that achieve sustainable development principles.
- Acting as the executive secretary in the country for the voluntary mechanisms and programs included in the conventions related to climate change and the protocols attached thereto.
- Developing the capabilities of state employees through holding courses and workshops, and preparing qualified negotiators to represent the State of Kuwait in international climate change conferences and negotiations.
- Spreading environmental and societal awareness of everything related to the subject of climate change through seminars and the publication of publications, scientific books and studies on climate change.
- Express an opinion in the section on the impact of the project on climate change in studies of the environmental impact of industrial and development projects, and set appropriate conditions for them.
- Propose and prepare the operational budget, and prepare the annual implementation plan for the Climate Change Division.
- Preparing periodic reports on the activities, activities and achievements of the department.
The procedures of climate change tracking section:
- Study and understand climate change agreements and their protocols and any amendments made to them.
- Determine the obligations of the State of Kuwait towards the agreement. Working to implement the obligations of the State of Kuwait towards the agreement in cooperation with the relevant authorities in the State of Kuwait
- Proposing the formation of an integrated negotiating team representing the competent authorities to represent the country in the meetings of the conventions on climate change.
- Training the negotiating team, preparing it for meetings, and distributing tasks to it.
- Proposing the representation of the State of Kuwait in the meetings, conferences of parties, meetings of the agreement mechanisms, and coordination meetings of blocs and groups, and Kuwait is one of its parties.
- Follow up the latest decisions on the agreement site and propose their implementation with the concerned authorities.
- Correspondence to the Convention Secretariat to include the reports and record the attendance of conference conferences to present the views of the State of Kuwait.
- Follow-up to the national emissions inventory system, Climate Change Monitoring Division.
- Corresponding with the parties concerned with climate change with the latest decisions issued by the conferences of the parties.
- Presenting an integrated proposal and an action plan to prepare a strategy to determine the impacts of climate change and measures to address it and mitigate its effects.
- The proposal of the working group on preparing the strategy and defining its terms of reference and timetable for preparing the strategy.
- Submit the strategy proposed by the concerned team to the director of the department to present it for approval from the top management and the Authority’s Board of Directors. Follow up the implementation of the strategy through.
- Follow up the implementation of the strategy through the concerned authorities in the State of Kuwait to ensure minimizing the effects of climate change.
- Contribute to evaluating the implementation of the strategy by the state agencies and correct the deviation, if any.
- Providing climate change stakeholders with the latest decisions of the conferences of the parties concerned in national implementation strategies.
- Contributing to obliging the concerned state agencies to implement the obligations of the State of Kuwait towards the agreement by implementing specific procedures, decisions or laws or by providing specific data, under the framework of the Environmental Protection Law, Article No. (111) special.
- Develop clear business strategies, and Article No. (7-7) on agreements and implement their provisions.
- A proposal to sign a memorandum of cooperation with the United Nations publicized organizations to prepare national communications for the State of Kuwait.
- A proposal to sign memoranda of cooperation with the relevant international research bodies.
- Proposing the formation of special national committees to cooperate and organize work with organizations and concerned parties to benefit from them (National Designated Entity)
- The Environment Public Authority has been registered as a national focal point in:
- Climate Change Agreement.
- Climate Technology Center and Network (CTCN).
- Green Climate Fund (GCF).
- National Authority for Clean Development Mechanism (DNA-CDM).
- The official contact point for NAMAs.
- Future mechanisms developed within the agreement.
- Proposing holding national workshops to qualify negotiators of the State of Kuwait from various sectors of the country.
- Suggesting courses for the state authorities on the approved national inventories.
- Training of state representatives for the negotiation process during international conferences and meetings of the United Nations Framework Convention on Climate Change.
- Coordination and signing cooperation notes with the concerned authorities in the State of Kuwait and public benefit societies to spread environmental awareness and health impacts resulting from climate change and work to introduce the concept of climate change and its effects and implement positive behaviors to reduce the emissions of gases causing it in the curricula at various levels of study.
- Study the industrial and development projects and express an opinion on the effects of climate change and the extent of the projects' impact on them, before issuing the final approval by the commission.
- To suggest an operational budget for the department's activities.
- An annual inventory of the official tasks related to the agreement and including them in the annual budget proposal.
- List the activities and achievements of the department and prepare an integrated report on them.
