Air Pollutions Emissions Tracking Section
The specializations of air pollutions emissions tracking section:
- Review and update, if necessary, the limits for the emission of air pollutants from fixed and mobile sources in a manner commensurate with the national conditions and the international and indicative borders of the Gulf Cooperation Council countries, every five years.
- Reviewing air pollutant emission reports received by the Environmental Public Authority from public and private agencies to ensure that they do not exceed the limits mentioned in the executive regulations of the Environmental Protection Law.
- Preparing plans and programs for monitoring air pollutant emission sources and checking their compliance with the permissible limits for air pollutant emissions by reviewing their emission records.
- Preparing plans and programs for monitoring the vehicle inspection centers and checking the procedures for periodic inspection of vehicles and the extent of the authorities' commitment to implement the executive regulations related to the emission limits of vehicles.
- Study cases of exceeding air quality standards or noise received from the air quality department after pollutants or noise have been attributed to its sources and taking the necessary measures to ensure that emissions or noise do not affect air quality in a way that exceeds the standards and emission limits mentioned in the executive regulations of the Environmental Protection Law.
- Review the section on air pollutant emission for environmental impact assessment reports received by the Environment Public Authority and work necessary to ensure that pollutants or noise do not exceed the permissible limits and standards contained in the executive regulations of the Environmental Protection Law.
- Study the complaints received by the department regarding emissions or noise and take the necessary measures not to exceed pollutants or noise to the permissible limits or standards mentioned in the executive regulations of the Environmental Protection Law.
- Suggest means to develop and improve emissions tracking operations from their fixed and mobile sources.
- Prepare the annual work plan and the proposed operational budget for the department and present it to the department director.
- Prepare periodic reports on the activities and achievements of the department and present them to the department director.
The procedures of air pollutions emissions tracking section:
- Follow-up of new international and Gulf decisions and laws regarding determining the emission of pollutants for the different activities that emit pollutants into the outside air.
- Proposing the formation of a working group or committee that includes specialists in the field to review the approved emission limits and develop them in a way that suits the national conditions of the State of Kuwait, taking into account not affecting the air quality beyond the national standards for air quality.
- Proposing the submission of updated emission limits to senior management for approval by the Authority’s Board of Directors and organizing forums to inform the Authority’s public about developments related to emission limits.
- Creating special models that comply with the requirements of the executive regulations and the limits for emitting pollutants to the outdoor air for use in various activities and submitting them to the director of the department according to the project classification.
- Reviewing reports and ensuring that facilities comply with the executive regulations and emission limits specified for the type of activity and their use of mitigation technologies if necessary.
- Entering the readings mentioned in the reports into the AQMIS system, calculating the environmental load of the area and the extent of the affected areas.
- Coordination with the Air Monitoring Department about any increase in pollutant concentrations in the period in which the report was mentioned.
- Take the necessary measures in the event that emissions exceed the limits stated in the executive regulations or violate the procedures and obligate the establishment to abide by the regulations and the requirements and standards it contains.
- Prepare a detailed database that includes all the existing activities that emit emissions to outdoor air.
- Preparing work plans and time programs that specify annual programs for random field inspection of the various activities to review their implementation of environmental requirements.
- Determining forms for disclosure operations, showing the procedures for disclosure and information that must be collected by the authority’s employee.
- Executing detection operations in coordination with the relevant departments and authorities.
- Analyze the collected data, enter it into the systems, and take the necessary measures.
- Connecting via the pollutant records system.
- Preparing a detailed database that includes all existing entities and companies specialized in emissions checks for vehicles.
- Prepare the approved examination forms for the inspection operations that should be used by those agencies and companies.
- Follow up the implementation of the examination procedures in coordination with the relevant departments and authorities in the State of Kuwait.
- Take the necessary measures towards the entities and companies in case they violate the executive regulations in this regard.
- Coordination with the concerned authorities to provide the Environment Public Authority with a report on the period of overtaking, with an explanation of the reason for the overtaking, the measures taken by the authority to reduce emissions excess (maintenance, emergency, etc.) and the results thereof.
- Take the necessary measures in the event of failure to prove the authority from which the pollution was issued.
