Goals:

  • Enhance the ability of government and industrial sector to make informed decisions about alternative technologies, to enable our country to meet and maintain compliance obligations under the convention.
  • Prepare, develop and implement a national plans for the disposal of ozone-depleting substances and their alternatives and technologies based on them.
  • Develop technical and scientific relations and partnerships with relevant sectors locally and internationally.
  • Supporting scientific research and attracting local and international expertise in cooperation with regional and international organizations.
  • Preparing national leaders in the environmental fields.
  • Spreading environmental awareness for all segments of society regarding ozone issues.

The specializations of ozone section:

  • Follow up on the international agreements and their protocols related to ozone layer protection.
  • Implementing the obligations of the State of Kuwait towards the international agreements concerned with the protection of the ozone layer and its protocols issued by the meetings of the state’s parties and the executive committees of the agreement.
  • Preparing, developing, implementing and updating the national plan for the disposal of ozone-depleting substances in cooperation with the relevant authorities and regional and international organizations.
  • Oversee and follow up on the plans of the implementing agencies operating under the United Nations programs related to the protocols concerned with the protection of the ozone layer and the funds financed for related projects.
  • Preparing and developing the systems that would implement the obligations of the State of Kuwait in the phasing out of substances bound by the protocols concerned with the protection of the ozone layer and the procedures for prior control of their import and export operations.
  • Preparing and developing the database of the State of Kuwait for ozone-depleting substances and substances restricted within the protocols concerned with the protection of the ozone layer and related industries.
  • Providing technical and administrative support to the sectors used for ozone-depleting substances in order to prepare and implement projects to shift towards using ozone-friendly materials.
  • Spread environmental awareness on all issues related to ozone layer protection.
  • Prepare the annual work plan and the proposed operational budget for the department and present it to the department director.
  • Preparing periodic reports on the activities and achievements of the department and submitting them to the department director.
  • Study the suggestions and complaints received by the department that fall within its competencies and take the necessary measures to respond or deal with them.

Duties of the Ozone Section:

  • Implementing international and local commitments and supporting the State of Kuwait's compliance with the decisions of the Montreal Protocol.
  • Representing the State of Kuwait internationally by participating in international forums and conferences related to the States Parties concerned with the protection of the ozone layer within the Montreal Protocol and submitting reports on the most prominent outcomes of those meetings, while coordinating with representatives of the State authorities regarding the aforementioned meetings.
  • Preparing, developing, implementing and updating the national plan for the disposal of ozone-depleting substances and their alternatives and the technologies based on them. Controlling exports and imports of refrigerants, devices and equipment that work with ozone-depleting substances and their alternatives (electronic services system for the ozone department).
  • Create and develop databases, and update electronic licensing systems for substances that deplete the ozone layer.
  • Develop research and community relations and partnerships with relevant sectors locally and internationally.
  • Raising environmental awareness of ozone issues.
