General Introduction:

Each organized entity has several organizational levels that start from the top with the grand strategic level, which is concerned with setting the general policies and objectives of the entity, and then the strategic level, which is the level for setting policies and special goals, followed by the operational level, which is concerned with preparing plans. The operational level to implement the special goals and finally the tactics level, which is the level concerned with implementing the operational plans of the entity. Mine. And by looking at the organizational structure of the Public Authority for the Environment, we clearly see those levels to achieve what Kuwait is aiming for in the environmental affairs.

Special Introduction:

The Environment Public Authority is responsible for monitoring the air quality, as it is one of the technical departments that fall within the environmental affairs sector, which specializes in monitoring pollutant concentrations in the surrounding air, as well as monitoring the emission of pollutants from its fixed and mobile sources through distributed monitoring systems and networks in the State of Kuwait, and the department is also concerned with following up international agreements Concerning climate change and ozone to ensure the state fulfills its obligations towards these agreements and to follow up the implementation of projects approved by the funds of the agreement as well as the reports required to be submitted as a party to the agreement.

Preserving on the air quality and his improving to insure the social grantee for people in Kuwait.

The Massage:

Air Quality Tracking Department works to monitor the concentrations of pollutants in the outside air through a network to monitor pollutants emitted from fixed and mobile sources in the State of Kuwait, where these stations are mostly located in residential areas where a large population resides in comparison with other residential areas, and the department also follows up Emission of pollutants from their sources through reports submitted from those sources stating the amount of emissions emanating from them, and those reports are either quarterly or annually according to the size of the source emission, and what the administration is looking forward to is the development of systems after dividing these sources into main and non-main sources In order to monitor the main sources directly and continuously, these systems work to implement processes that show the prevalence of these pollutants and the degree of their impact on air quality and define the areas that may be affected by these pollutants in order to take the necessary measures not to exceed the concentrations of pollutants in air quality to the standards specified in the executive regulations of Law No. (42) ).

The Department Goals:

  • Developing systems to monitor the largest possible area in the State of Kuwait that reflects air quality.
  • Develop systems to monitor external air pollution sources.
  • Develop systems to support the decision related to the air environment.
  • Developing air quality control systems in the indoor and work environment.
  • Introduce regulations and procedures that require air pollution sources to not exceed the emission limits mentioned in the executive regulations of Law No.(42).
  • Developing systems through the same sources for self-monitoring and taking the necessary measures not to exceed the permissible limits for the emission of pollutants into the outdoor air.
  • Develop systems through the same sources for self-monitoring of air quality in work environments and in the internal environment.
  • Pollutants do not exceed the permissible limits and pollutants do not exceed air quality standards.
  • Ensure implementation of the State of Kuwait's commitment to international agreements.

The Department Specializations:

  • Mechanisms will be established to coordinate with the state, public and private, to ensure that pollutant concentrations do not exceed the permissible limits and improve air quality.
  • Take the necessary measures to implement the obligations of the administration towards the Environmental Protection Law No. (42).
  • Doing the necessary work to ensure the commitment of the State of Kuwait to the Framework Convention on Climate Change and the Vienna Convention for the Protection of the Ozone Layer and its protocols and any amendments thereto.
  • Approval of ambient air quality reports, working environments, noise, and pollutant emission reports in the outdoor air.
  • Take measures to reduce the excesses of pollutant concentrations in the surrounding air, work environment, and the limits of pollutant emissions to outdoor air and noise.
  • Approving the locations of the air quality and noise monitoring stations in the national monitoring network and the supporting networks and the sites for measuring pollutant emissions to the outside air.
  • Submit an annual report on the progress of the administration's plans regarding ambient air quality, working environments and pollutant emissions to outdoor air and the international agreements concerned with the administration.
  • Prepare the annual work plan and proposed operating budget for the department and present it to the Deputy Director General for the Environmental Affairs Sector.
