D: Project eMISK 2

The project includes:

  • The official environmental portal for Kuwait (www.beatona.net) which consists of two main applications:

1- Knowledge database

2- Environmental discovery

  • Internal electronic link system with the authority’s departments to limit the environmental data for each department depending on the environmental sectors eMISK enterprize.
  • Environmental Database.

Assessing and following the environmental case section:

It is concerned with studying the environmental situation and following up on the local and regional environmental situation in the light of environmental data, standards and indicators and the detailed and qualitative assessment and analysis of the set of driving factors that cause any of the environmental changes and setting the necessary action plans to improve the response to improve the state of the environment, and to identify potential impacts in coordination with the relevant authorities in the state.
The department undertakes the task of disseminating the necessary environmental awareness and making the data available to the population periodically, documented and transparent through the official portal of the State of Kuwait www.beatona.net

Environmental Emergency Department:
The Environmental Emergencies Division prepares the emergency plan with the participation of the departments of the authority and the concerned authorities to confront environmental disasters, which includes the potential risks of all hazards causing environmental accidents, including sudden release of chemicals, radioactive, biological and genetic materials, fires and explosions, which can lead to dangerous emissions and cause sudden destruction of sensitive environmental systems. In addition to preparing an emergency plan to manage natural hazards and environmental hazards resulting from human activities, including the measurement and evaluation of risks, and work to develop strategies for emergency management Environmental in the short and long term, and its tasks also include listing and classifying the types of environmental accidents, determining their occurrences and monitoring their frequency in the year at the same locations, and through the work of the department, international and regional environmental problems are followed up.

Definitions in environmental emergency:

Emergency: A sudden, unexpected incident that requires immediate action to mitigate its effects and its reflexive consequences, as defined by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA-Index) within the framework of the agreed international index.
Disaster:A dangerous disorder with the functions of society that leads to extensive human, material or environmental losses that exceed the ability of the affected community if it depends on the internal resources of this community. Disaster is often classified according to its causes as natural or human cause.
ProblemThings that are difficult to arrange and determine their best course or best course of action, and the concept of the word (problem) may have, for example: (pollution crisis / fish deaths / environmental crisis ... etc.)
The crisis:the moment when decision must be taken in the sense of the decisive moment or the turning point, and the crisis is another type of problem that often requires greater efforts to address or manage it.
Risks:It is a probable accident that is not certain to occur, and when it occurs it produces undesirable results for the individual, society or the environment in general, and its causes are multiple, such as environmental pollution, and it may be intentional or may be due to negligence or other reasons.
Hazard:a state of uncertainty, suspicion, or fear of a certain accident or a phenomenon that results in environmental damage, just as the phenomenon of danger in general is closely related to the daily life of the person and what he performs from various activities. The human being on every side, and doubt and uncertainty are due to two sources:

  • Non ability on anticipating the future.
  • Non availability of required information to anticipate.

Managing the hazardous and following: It is the broad and comprehensive framework for dealing with risks faced by the environment.

The Environmental Emergencies section has also worked on the Gulf Environmental Portal project:

Gulf environmental gate

A Gulf website signed to display environmental data and spread knowledge of the Gulf environment to the international community, in addition to highlighting the most important successes of countries through this website www.gcceportal.comand its goals:

  • A unified official environmental window for the Gulf Cooperation Council states.
  • Establishing an integrated environment for the Gulf Cooperation Council states.
  • Supporting decision-making processes with an environmental dimension.
  • A way to interact with the public and encourage public participation.
  • Increasing the environmental awareness of the Gulf society in all its categories.
  • Publish reliable environmental information for the Gulf Cooperation Council states.
  • Achieving integration between scientific research institutions among the GCC countries to develop and activate the scientific, technical and informational base, and work to establish joint research centers.

  • Raising the level of societal awareness of environmental issues and inculcating a sense of individual and collective responsibility towards preserving the environment.

The gulf environmental gate consists of four environmental applications:

  • Frist application: environmental discovery

Through which environmental data and information available by each country are reviewed in the form of environmental maps using geographical information systems so that the main screen is an image that includes all the countries of the Cooperation Council adding one of the environmental characteristics / layers to all countries in general and if the portal or browser user wishes to A detailed review of this layer with one of the countries will click on the location of the country in question on the image to zoom in and show the required environmental layer with its details for the selected country in the event that data or information of this layer is provided by the state and an agreement will be reached between environmental experts N on the type and number of environmental maps that will be presented in the electronic portal Gulf environmental site.

Second application: guidance of gulf quality air

A simple and easy to understand to inform citizens and residents in the Gulf Cooperation Council (GCC-AQI) the status and quality of the air they breathe in the surrounding areas. The air quality manual is based on data received from air quality monitoring stations in which the Gulf Cooperation Council countries will participate in pollutants for display in the Gulf environmental electronic portal. The evidence for the Gulf air quality, carbon monoxide (NO2) and nitrogen dioxide (SO2) are the main air: sulfur dioxide and the purpose of (Fine Particulate Matter, PM10). Soft particulate matter (O3) and ground ozone (CO) is the conversion of pollutant concentrations into simple numbers that can be understood (GCC-AQI). Showing Gulf air quality evidence to the general public and showing them as specific colors that reflect the extent of air quality or lack of health at air quality monitoring stations.

We can view the Gulf Air Quality Index (GCC-AQI) as a scale scale from 0 to 500, where the value 100 indicates the ambient air quality standards approved by the countries of the Gulf Cooperation Council, which is the level set by the standards to protect public health. The higher the value of the Air Quality Index, the higher the level of air pollution and concern about health, as the guide reflects some recommendations about possible health effects.

Third application: Atlas for environmental achievements

An application through which successes and projects with environmental impact are presented by each country, which helps to shed light on the activities of each country in the environmental field, and shows the world the efforts made by the countries of the Cooperation Council towards preserving the environment and developing the sustainable environment. The browser can also review the most important environmental achievements available in the countries of the Gulf Cooperation Council on their locations on the map so that all sites / features in the map are added in a grouped form, and when you want to know more details about one of the features specifically the browser clicks on the teacher to inquire about it and a summary appears A summary of it along with some pictures or videos related to the teacher (if available).

Forth application: our environmental page

This application provided an opportunity to see a number of relevant links available to each country, making it easier for the browser wishing to see the institutions and bodies concerned with environmental affairs in each country of the Cooperation Council to access detailed information on the environment of this country. This application provides an opportunity to spread knowledge of those interested in the environment from within each as it represents a window for the countries of the Cooperation Council on, among and among the participating countries the outside world. The application also provides access to any approved environmental reports for any of the participating countries (if available), such as national reports on the state of the environment for each country or reports on environmental indicators and the like.
